Honouring the various historical struggles, revolutions and people's movements conducted by the Nepalis people since before 2007 BS,
In order to institutionalize the achievements as a result of the agreement between political parties and in accordance with the Interim constitution of Nepal article 159 (2) and assimilating the responsibility bestowed by history, Nepal government, council of ministers tables the following resolution before the first meeting of the constituent assembly for the implementation of Republic -
1. This first meeting of the Constituent Assembly declares that the free, integral, sovereign, secular, inclusive Nepal formally becomes a federal, democratic republic from today.
2. As democratic republic is formally implemented in the country, all the constitutional provisions, laws and administrative arrangements contradicting with this declaration will be deemed as void from today's date. All rights, amenities, endowments and titles that were provided to the then Monarch and his family members and that were different to those of the general Nepali citizens; and prevailing laws, tradition, custom, social and cultural performance and practices enjoyed by them just before the approval of this declaration will automatically be nullified.
3. With the formal declaration of the federal democratic republic of Nepal, essential amendment bill to the interim constitution of Nepal 2063 in order to constitutionally incorporate indispensable provisions including president, has been tabled. Another bill on other essential issues including the election process of the president shall be put forward.
4. On the historic occasion of the beginning of a new era when Nepal has formally become a federal democratic republic, this meeting extends heartfelt tribute to all known-unknown martyrs. We congratulate all Nepali citizens on this occasion and call upon all Nepalis residing in and outside the country to widely rejoice and celebrate republic day from today and onwards on 15 th of Jestha (May 28) every year.
5. As the democratic republic is implemented in Nepal, the government will make necessary arrangements to use the premises of Narayanhiti Palace and all the resources within, as including a historic museum for the benefit of the nation.

नेपाली जनताले २००७ साल पहिलेदेखि पटकपटक गर्दै आएका ऐतिहासिक संर्घष, क्रान्ति र जनआन्दोलनमार्फ अभिव्यक्त जनादेशको सम्मान गर्दै,
प्राप्त उपलब्धिहरूलाई संस्थागत गर्न, राजनीतिक दलहरूका बीच भएको सहमति तथा नेपालको अन्तरिम संविधान, २०६३ को धारा १५९ (२) अनुरूप इतिहासले सुम्पेको अभिभारालाई आत्मसात गर्दै नेपाल सरकार, मन्त्रिपरिषद् गणतन्त्रको कार्यान्वयनका लागि संविधानसभाको पहिलो बैठकमा निम्नबमोजिमको प्रस्ताव प्रस्तुत गर्दछ-
१.र्सार्वभौम सत्ता र राजकीय सत्ता नेपाली जनतामा निहित रही स्वतन्त्र, अविभाज्य, र्सार्वभौम सत्ता सम्पन्न, धर्म निरपेक्ष, समावेशी नेपाल आजैका मितिदेखि एक संघीय, लोकतान्त्रिक गणतन्त्रमा विधिवत् परिणत भएको संविधानसभाको यो पहिलो बैठक घोषणा गर्दछ।
२.मुलुकमा विधिवत् लोकतान्त्रिक गणतन्त्र कार्यान्वयन भएकाले यससँग बाँझिने सबै संवैधानिक प्रावधान, कानुन र प्रशासनिक व्यवस्था आजैका मितिदेखि बाझिएको हदसम्म खारेज भएको मानिनेछ। यो घोषणा पारित हुनुभन्दा तत्कालअघि प्रचलित कानुन, परम्परा, रीति, सामाजिक तथा सांस्कृतिक व्यवहार एवम् अभ्यासमा रहेका तत्कालीन राजा र निजका परिवारका सदस्यलाई आमनेपाली नागरिकलाई भन्दा भिन्नरूपमा प्राप्त सम्पर्ण अधिकार, सुविधा, हैसियत तथा उपाधि स्वतः अन्त्य हुनेछ।
३.नेपाल संघीय लोकतान्त्रिक गणतन्त्रमा विधिवत् घोषित भएको अवस्थामा राष्ट्रपतिको व्यवस्थालगायका अत्यावश्यक प्रावधानलाई संवैधानिक रूपमा संस्थागत गर्न नेपालको अन्तरिम संविधान, २०६३ मा आवश्यक संशोधन विधेयक पेस गरिएको छ। राष्ट्रपतिको निर्वाचन प्रणालीलगायत अन्य आवश्यक विषयमा संविधान संशोधनसम्बन्धी अर्को विधेयक पेस गरिनेछ।
४. नेपाल संघीय लोकतान्त्रिक गणतन्त्रमा विधिवत् प्रवेश गरी नयाँ युग आरम्भ भएको ऐतिहासिक अवसरमा यो बैठक सम्पर्ण ज्ञात-अज्ञात शहीदहरूप्रति हार्दिक श्रद्धाञ्जली अर्पण गर्दछ। यस अवसरमा सम्पर्ण नेपाली जनतालाई हार्दिक बधाई ज्ञापन गर्दै आज र अब उप्रान्त प्रत्येक सालको जेठ १५ गते गणतन्त्र दिवसलाई हर्षोल्लासपर्ण वातावरणमा व्यापक रूपमा विविध कार्यक्रमहरूका साथ मनाउन देशभित्र र बाहिर रहनुभएका सम्पर्ण नेपालीहरूमा यो बैठक हार्दिक आहवान गर्दछ।
५.नेपालमा लोकतान्त्रिक गणतन्त्र कार्यान्वयन भइसकेको सर्न्दर्भमा नारायणहिटी दरबार परिसर तथा यसभित्र रहेको सम्पर्ण सम्पदालाई ऐतिहासिक संग्रहालयलगायत राष्ट्रिय हितमा उपयोग गर्न नेपाल सरकारले आवश्यक व्यवस्था मिलाउनेछ।
